Kommunalbanken Norway (AAA/Aaa) - KBN - is a local government funding agency established by an Act of Parliament in 1926/1999. KBN is jointly owned by the Kingdom of Norway (80%) and the local government sector in Norway (20%), through the National Local Government Pension Fund, KLP.

KBN is defined as a state instrumentality, having a public policy mandate from the central government to provide low cost finance to the Norwegian local government sector.
KBN's objective is to provide loans on favourable terms to the Norwegian local government sector. An important part of KBN's mandate is also to promote competition in the market for municipal loans thereby facilitating the efficient provision of public services in Norway.
